Sir,

I have the honour to acknowledge the receipt of your Letters of the 17th of April and 2nd of May Nos. 12314 and 14260/07 as to the arrangements which it might be desirable to make for the construction of the tunnel of the Kowloon-Canton Railway.

Those letters and their enclosures were duly communicated to the Consulting Engineers and we understand from them that they have since been in direct communication with Sir F. Hopwood in the matter.

3. I now enclose for the consideration of the Secretary of State a copy of a letter from the Consulting Engineers in which they state that having carefully considered the additional information which they have obtained as to the cost and progress of the tunnel they are of opinion that the work should be continued departmentally and they recommend that a thoroughly experienced man should be sent out to take charge of the tunnel work under the Resident Engineer. This is the course which we have advocated from the beginning and now that the Consulting Engineers have found a suitable man there would appear to be no reason why the work should be put up to Contract.

4. As regards the salary proposed to be paid to the Under Secretary of State,
